Step 6: Operating PermitsAfter completing the construction permit process and completing the construction project on the operation, the next step is to obtain an operating permit for the operation. There are two types of permits; the site-specific operating permit and general operating permit. All Class I CAFOs may apply for the general operating permit with the exception of Class IA operations with a wet handling system.Differences between the permits A general operating permit is intended to be a "universal" permit that will cover operations that will be able to comply with some standard monitoring requirements, effluent limitations, and operating rules. Typically, most operations throughout the state that are required to obtain an operating permit operate under general permits. This type of permit is far less stringent on monitoring and reporting requirements when compared to the site-specific permit. MDNR G-01 Operating Permit
A site-specific permit is a permit that is designed and written with requirements specific to the particular operation. In some cases, operations smaller than a Class IA operation may be required to apply for a site-specific permit if the operation has some special characteristics such as innovative manure management practices, etc. that would not fall under the shield of the general permit. An operating permit application for a facility that had a valid construction permit and a prior public notice must be received by MDNR at least 30 days before facility begins to start operation. MDNR will approve/deny within 60 days of receipt of the operating permit application.
