Missouri Department of Natural Resources (MDNR) has been delegated the authority by U.S. EPA to issue concentrated animal feeding operation (CAFO) permits in Missouri. The Clean Water Commission has regulatory authority over the MDNR permitting program. The Missouri Department of Agriculture (MDA) assists livestock operations with financial assistance for complying with environmental regulations.
