Who regulates animal feeding operations in Missouri?
  • Missouri Department of Natural Resources (MDNR) has been delegated the authority by U.S. EPA to issue concentrated animal feeding operation (CAFO) permits in Missouri.
  • The Clean Water Commission has regulatory authority over the MDNR permitting program.
  • The Missouri Department of Agriculture (MDA) assists livestock operations with financial assistance for complying with environmental regulations.

MDNR is updating permit requirements for new and expanding operations to meet the terms of the 2008 EPA CAFO rules. This website will be updated when new Missouri CAFO rules are finalized.
    Please note:
  • The new Missouri CAFO rules will require new and expanding operations to use the recently approved Missouri CAFO Nutrient Management Technical Standard.
  • All operations that currently have a permit will need to meet the requirements of the Missouri CAFO Nutrient Management Technical Standard when their permit is renewed. For most permitted operations (operations operating under the General Permit) the new standard will go into effect in February of 2011.
